Sir John Austen Hubback


01/04/1936 to 10/08/1938 , 08/12/1938 to 31/03/1941

A member of ICS, Sir John Austen Hubback(1878-1968) served the Government of British India for 1902-1947.He served in Bengal in 1902 and was transferred to the newly formed province of Bihar and Odisha in 1912.  He worked as Director,Land Records and Surveys,Bihar and Odisha in 1923;he was Officiating Member,Borad of Revenue in 1932.Sir Hubback became the Governor of Odisha in 1936 and continued till 1941,after which he worked as Advisor to Seceretary of Statefrom 1942 to 1947.


Mr.George Townsend Boag


11/08/1938 to 07/12/1938

George Townsend Boag(1884-1969) was a British Officer.who worked in the Madras Prisedency.He acted as the Governor of the province when Sir Hubback proceeded on leave.



Sir Hawthrone Lewis


01/04/1941 to 31/03/1946

Sir Lewis was the Reforms Commissioner to the Government of India before he was appointed the Governor of Odisha. He served as the Governor of the province during World War II. During his tenure, the Government House was shifted to from Pun to Cutrack. 



Sir Chandulal Madhavlal Trivedi

Born on 2nd July 1893 at Kapadvanj in Guarat, Chandulal Trndi wa educated at Elphins ton Colle, Bombay and St. John’s College, Oxford.He joined Indian Civil service in 1917 and occupied several important positions including those ofAssistant Commissioner, Central Provinces and Joint Secretary, Home. He was War Secretary to the Government of British India for much of the duration of World War II. He had played a significant role in the courseof the Allied victory in the Burmese, Italian, North African and West Asian campaigns The last Governor of Odisha during the British era,Sir Trivedi had to move to the border province of Punjab tomana the situation arising out of large-scale population shifts and the violence associated with the partition.



Dr. Kailash Nath Katju


15/08/1947 to 20/06/1948

Born in a small feudatory state called Jaora on 17th June 1887, Kailash Nath Karju(1887-1968) was educated in Forman Christian College and Muir Central College, Allahahad. He obtained the degree in Law from Allahahad University in 1907  and the degree of Master ofArts in Histoty from the same university in 1908. Dr. Katju practiced law first in Kanpur and later in Allahahad. He joined politics and held the portfolio of Lawand Justice in the Ministry headed by Pandit 0. B. Pant in U. P. Dr. Katju became the Governor of Odisha on 15th August 1947. In 1948, he became the Governor of West Bengal and later became a memberof the Union Cabinet and held the portfolios of Home and State Affairs, Law and Defence. Thereafter, he became the Chief Minister of Madhya Pradesh. Dr. Katju passed away in February 1968.



Shri Asaf Ali

Born in Delhi on 11th May 1888, Shri AsafAli (1888-1953) was educated in the St. Stephen’s College, Delhi. He studied law in England and was called to the bar in 1912. He returned to India in 1914,joined the freedom struggle and sered prison terms several times. In 1928, he married Aruna Ganguli. In 1935, he was electedto the Central Legislative Assembly from Delhi.He was Minister in charge of the Railways and Transport in the interim Gornment from 2nd September 1946. He served as the first Indian Ambassador to the USA from February 1947 to April 1948. He became the Governor of Odisha in 1948.He resigned from the post in May 1952 due to ill health. His last assignment was as India’s Minister to Switzerland, Austria and the Vatican. In 1953, Shri Au passed away in Berne.



Shri Vapal Pangunni Menon

Shri V. P. Menon was a civil servant who played a vital role in the days of partition and the merger of feudatory stares vith the Indian union. Son of a school teacher in Kerala,  Menon began his career as a clerk, but working assiduously, he rose through the ranks to become the highest serving Indian officer in British india. In 1946, he was appointed Political Reforms Commissionerto the Viceroy. Shri Menon was the political advisor of the last British Viceroy of India, Lord Louis Mountbatten. After India wonindependence, Menon became Secretary to the Ministry of the States headed by Sardar Vallabhbhai Patel. He worked for the integration of over 500 princely states with the Union of India.



Sir Saiyid Fazl Ali

Sir Saiyid Fazl Ali (O7.O6. 1952-09.02.1954) was a judge of the Federal Court of India, which became the Supreme Court in 1950. He also held the position of Chief Justice, Patna High Court in 1943.

Born on 8th July 1898 at Rajapalayam in the Ramnath district of Madras Presidency.Shri P.S. Kumaraswamy Raja(1898-1957) lost his parents early in life and was brought up by his grandmother. 



Shri Bhimsen Sachar

Born in the undivided Punjab province on 1st December 1894, Shri Sachar was educated at Lahore where he took his B. A. and L.L. B. degrees. He practiced law in Gujranwala.Shri Sachar was a member of Pakistan's Constituent Assembly from West Punjab. He was compelled to flee Pakistan as the heat of fundamentalist forces became unbearable.The Congress veteran became Independent India’s first Chief Minister of Punjab. He served as the Governor of Odisha from 1956 to 1957.



Shri Yeshwant Narayan Sukthankar

A member of the Indian Civil Service, Shri Sukthankar worked as Secretary to Government of India in the Ministry of Commerce and Industry. He was Cabinet Secretary from 1953 to 1957. 



Dr.Ajudhia Nath Khosla

Born on 11th December 1892 in New Delhi, Shri Khosla was educated as an engineer. He joined Irrigation Branch of the Punjab Government in 1916; took up the assignment of survey and investigation of Bhakra Dam Project.He was actively involved in several projects including Bhakra, Chambal, Damodar Valley, Hirakud and Tapti.Dr Khosla was Member, Rajya Sabha, from 1958 to 1959. He became Member, Planning Commission in 1959.

Shri Khaleell Ahommed remained in charge of the office of Governor of Odisha during the period Dr Khosla was on leave. 



Dr.Shaukatullah Shah Ansari

Born on 12th May 1908 at Mirzapur, U. P., Shri Ansari received his early education at home. In 1921, he participated in the Non-Co-operation Movement. In 1924, he went to Geneva, Switzerland.In 1951, Dr Ansari was elected to the first Lok Sabha from Bider, Hyderabad State. In 1954 and 1955, he went to the United Nations as member of the Indian delegation. He represented India at the International Labour Conference in Geneva in 1955.In 1960, he was appointed Ambassador of India to Sudan and Congo. He assumed office as Governor of Odisha on 31st January 1968.

Sardar Jojendra Singh was the Acting Governor of Odisha in 1971-72.

Justice Gatikrishna Mishra assumed the charge of Governor of Odisha twice, first from July to November 1972 and then from August to October 1974.



Shri Basappa Danappa Jatti

Shri Basappa Danappa Jatti (1912–2002) was born at Savalgi in Bijapur district of Karnataka on 10th September 1912. He graduated as a lawyer from Sykes Law College, Kolhapur and practiced law in Jamakhandi.  Shri Jatti was appointed Lt Governor of Pondicherry in 1968. He became the Governor of Odisha in 1972 and, in 1974, assumed the office of Vice-President till 1980. He became Acting President for a brief period after the death of Shri Fakruddin Ali Ahmed.

Born on 20th November 1899 in Hyderabad city; Shri Khan received education in Mufidulannam High School, Aligarh College and discontinued his studies in response to the call of Mahatma Gandhi.He completed B.A. in 1923 from Osmania University, took LL.B. from London University. He represented India at the United Nations Organisation.

Justice Shri Shiva Narayin Sankar was the Acting Governor of Odisha from April 1976 to February 1977.

Sardar H. S. Brar was born on 22nd January 1922 at Sarainanga village in Punjab. He joined Aitchison College, Lahore in 1937; and distinguished himself in his studies. In 1957, Sardar H.S. Brar was elected to the Punjab Legislative Assembly.He was Minister of State for Irrigation & Power, Government of Punjab from 1962 to 1965 and later was in charge of Sports. He was the Chief Minister of Punjab from 31st August 1995 to 21st January 1996.

He was the first Chief Minister of Haryana, after it was carved out of Punjab.

Born at Attur village in Coorg, on 16th September 1910, Shri Poonacha was educated at Mercara and Virajpet in Coorg and at St. Sloysius College, Mangalore. He participated in the Salt Satyagraha and the Quit India Movement.Shri Poonacha was elected to the Rajya Sabha in April 1964. He was Union Minister for Railways from 1967 to 1969 and Minister for Steel and Heavy Engineering in 1969.He took over as Governor of Madhya Pradesh on 17th August 1978 and as Governor of Odisha on 30th April 1980.

Shri Bishambhar Nath Pande

Born at Umreth in Chhindwara of Madhya Pradesh on 23rd December 1906, Shri Pande was educated at Government High School, Chhindwara, Theosophical Institute, Adyar and Vishva Bharati, Santiniketan.  He became associated with the Indian National Congress in 1920. He participated in the Non-Co-operation Movement in 1921, took part in Satyagraha 1921 to 1942. Shri Pande was awarded Padmashri in 1976.

Born on 26th December 1921 at Lucknow, Shri Hasan did his Masters in History from Allahabad University and D. Phil from Oxford University. He was Minister, Education, Social Welfare and Culture, Government of India in 1971.Prof. Hasan became the Governor of Odisha in 1988.

Born on 21st October 1922 at Takhatgarh in Ropar district of Punjab, Shri Sharma was educated at the D.A.V. High School, Hissar, Dayanand Ayurvedic College, Brahma Vidyalaya, and D.A.V. College, Lahore. He was a Kaviraj, a Vaidya Vachaspati.  A political and social worker, Shri Sharma offered Satyagraha at Amritsar to protest the imposition of Emergency in 1975-76. He was a member of the Lok Sabha in 1967 and 1977.

Born on 21st August 1927 at Annaram Shadnagar in Mahboobnagar district of Andhra Pradesh, Shri B. Satyanarayan Reddy had his primary education at Edulabad of Rangareddy district. He received degree in Law from Osmania University, Hyderabad.He took part in the Bhoodan Movement of Acharya Vinoba Bhave and Shri Jai Prakash Narayan. He was also a member of Rajya Sabha.



Shri Gopala Ramanujam

Shri Gopala Ramanujam was a distinguished Trade Union Leader. He was born on 28th May 1915 at Edircottal village, Ramanatha Puram District in Tamil Nadu and was trained in trade union work during 1945-47.  He was a Founder-Member of the Indian National Trade Union Congress formed in 1947. He became the Governor of Goa on 4th August 1994 and was sworn in as Governor of Odisha on 18th June 1995.

Born at Virur in Nellore district of Andhra Pradesh in September 1924, Shri Reddy had his education at Annamalai University and Lucknow University. An advocate by profession, Shri Reddy was connected with Afro-Asian Society and Peace Conference.Shri Reddy served as Governor of Tripura from 1990 to 1993 and of West Bengal from 1993 to 1998. Shri Reddy passed away in 2002.



Dr.C.Rangarajan

Educated in Madras and the University of Pennsylvania, Dr Rangarajan taught at the Wharton School of Finance & Commerce, University of Pennsylvania and the Graduate School of Business Administration, New York University.  He was a member of the Economic Advisory Council for the Prime Minister between 1985 and 1991. Dr. Rangarajan was Governor, Reserve Bank of India from 1992 to 1997. He was a Member of the Planning Commission, Government of India, from 1991 to 1992.He was the Governor of Andhra Pradesh on 24th November 1997. He assumed charge as Governor of Odisha on the 27th April 1998.

Educated in Madras University, where he got a Master’s degree in Physics, Shri Rajendran became a member of the Indian Administrative Service. He was the Chief Secretary to the Government of Tamil Nadu in February 1988.He also worked as Secretary to Government of India, Ministry of Parliamentary Affairs. He had participated in several international conferences.



Shri Rameshwar Thakur

Born on 28th July 1927 at Thakur Gangti in Godda district of the present Jharkhand, Shri Thakur received his M.A., L.L.B and F.C.A. degrees from Patna University, Calcutta University and the ICAI New Delhi  He participated in the Quit India Movement in 1942 and remained underground for nearly six months in Raj Mahal Hills of Santhal Pargana. Shri Thakur was a member of the Rajya Sabha; he was Union Minister of State for Finance (Revenue), RD and PA.Shri Thakur assumed the august office of the Governor of Odisha on 17th November 2004 and demitted office on 20th August 2007.

Born on 10th December 1928 in Mumbai, Shri Murlidhar Chandrakant Bhandare was educated to be a lawyer. Shri Bhandare excelled in legal profession and became the President of the Supreme Court Bar Association.He joined the Indian National Congress and was elected to Rajya Sabha in 1980, 1982 and 1988. He was the Chairman of various Committees of the Parliament and has visited several countries.A champion of human rights and gender justice, Shri Bhandare has written a number of articles on these subjects.

Born on 7th March 1939 in Rae Bareli, Syed Sibtey Razi obtained B.Com. and LL.B. degrees and practiced law. He was an active member of the Congress Party and held the positions of General Secretary of the UP Congress Committee, 1980-84.  He was the Governor of Jharkahnd from 2004 to 09. He acted as the Governor of Odisha when Shri Murlidhar Chandrakant Bhandare proceeded on leave.
